This improves the ergonomics of a few different things, and sets us up
somewhat for the fact OE had a different interface for commands too
(it was v1 only and had a separate API call for getting the args).

Specifically when building in debug mode, we now:

* Display all features on load, including skipped and internal ones,
  sorted by internal name instead of display name.

* Print the names of all matched gametype tags after the feature list.

* Add an sst_dbg_getcmdcb command to get the address of a command
  callback for quick breakpoint insertion or Ghidra lookup.

* Add an sst_dbg_sendtables command to dump out the full ServerClass
  tree to help get names for entprops.txt. Note: this output is very
  long so you'll likely need to log console output to a file to be able
  to read it all.

There's a bunch of developer experience and debug help stuff I want to
get done eventually. This is just a very small piece, but it's a start.

They're legally unnecessary as far as I know, and kind of annoying to
maintain on a long-term basis.

- Use const in more places where it makes sense - not absolutely
  everywhere because it can get a bit annoying

- Make all the instruction search loops a bit more readable by casting
  the function pointer into a temporary variable to loop over

- Add a few more doc comments and fix a typo or two

- Make that RTTI thing flexibly-sized, finally

- Don't include gamedata.h in vcall.h for no reason; consequently
  include gamedata.h in a bunch of places where it was implictly pulled
  in before

- Fix dbg_toghidra() and ent_getedict() having mismatched return types
  between their headers and respective source files

- Remove that one broken, hacky, secret Portal non-feature that probably
  nobody even ended up using; it can be implemented properly later if
  required

In both the engine and SST it's used in more places than just console
printing, so it makes more sense to give it a more appropriate nanme and
location.

They're literally always defined thusfar, and it's always possible to
include specific headers for other stuff. So, rather than litter the
source with defines (which might not even work in the likes of os.h if
some other system header already decided to define/include stuff), let's
just define it at the build script level.
